<p>Client company, a leading communications systems innovator, is seeking someone to fill the top finance role. Client is a ~$50M company, consisting of two strategic business units: Military &amp; Space Systems (MSS), and Commercial Airborne Systems. This position serves as the chief financial officer for the company, reports to the President, sits on the senior staff, and may be hired at a Director or Vice-President level depending on qualifications and background.</p>
<p>The Controller provides strategic leadership and operational coordination of company financial planning &amp; analysis, direction of budget &amp; forecast management functions and assurance that company accounting procedures and reporting conform to generally accepted accounting principles and US government contracting regulations.</p>
<p><strong>Primary Duties &amp; Responsibilities:</strong></p>
<ul>
    <li>Plays a key role in strategic and operational planning</li>
    <li>Oversees daily operations of the finance and accounting department</li>
    <li>Directly supervises and mentors a financial accounting manager and payroll/finance administration manager</li>
    <li>Manages the preparation of all financial reports to meet local and corporate requirements</li>
    <li>Monitors and analyzes monthly operating results against budget for the whole company and the two SBUs.</li>

<p><strong>Qualifications</strong></p>
<ul>
    <li>Bachelors Degree in Finance, Accounting or Business with strong Accounting experience; CPA/MBA preferred</li>
    <li>10+ years experience in a mid to senior level finance or accounting position, including at least 5 years an aerospace-defense manufacturing environment, and at least 5 years of progressively responsible supervisory experience</li>
    <li>Mandatory experience in government contract accounting, including CAS and FAR provisions and understanding of DCAA and DCMA operations</li>
    <li>Thorough knowledge of finance, accounting, budgeting, and cost control principles, including GAAP</li>

<p><strong>SUMMARY<br />
</strong>Provide financial management support for the business unit including financial review and analysis of the operations in the Business Balance Sheet, Income Statement, CapEx Budget performance. The Analyst is a key member of the Sarbanes-Oxley compliance process and executes projects specific to statutory and legal requirements as set forth by Accounting Boards. The Analyst will also be responsible for accounting related special projects and compliance with Company policies and procedures</p>
<p><strong>ESSENTIAL DUTIES AND RESPONSIBILITIES</strong> include the following. Other duties may be assigned.</p>
<p>Achieves operational objectives; develops and maintains systems and processes; verifies integrity and accuracy of financial statements; monitors revenue and expenses; implements, maintains and monitors accounting controls; and complies with legal requirements, as well as develops and maintains strong relationships with internal and external business leaders.</p>
<p>Oversees monthly, quarterly and year-end closings for financial reporting.</p>
<p>Assists operations in constructing the monthly and quarterly flash projections.</p>
<p>Implements review processes to ensure the accuracy of information in the areas of budget maintenance, project execution and other areas requiring fiduciary oversight.</p>
<p>Responsible for the integrity of all financial reporting and analysis for senior management, business unit managers, and others in need of financial information.</p>
<p>Manages business unit bonus and commission plans to ensure compliance.</p>
<p>Establishes and maintains an internal control structure and assures that transactions are executed with appropriate management authorization. Trains relevant staff on control procedures as needed.</p>
<p>Assists with audits (financial, SOX, internal, compliance, tax). Reviews and notes any issues with internal controls.</p>
<p>Must possess strong reconciliation skills for high volume, high dollar accounts. Prepares and/or reviews all reconciliations for the business unit as may be required and verify accuracy and completeness of all financial assertions related to the financial information.</p>
<p>Communicates issues, status, and accomplishments to the Business Unit President and Sr. Financial and Operational Business Analyst regarding areas of responsibility in a timely manner including information to assist management in proactive decision-making.</p>
<p>Communicates necessary information with Business Unit field operations management to ensure accuracy of the financial statements.</p>
<p>Assists in establishing, implementing, and monitoring policies and procedures necessary to support and provide accurate and timely reporting.</p>
<p>Establishes, modifies, documents and coordinates implementation of accounting and control procedures as necessary to meet established business unit goals and comply with regulatory standards.</p>
<p>Assists in the yearly budget process.</p>
<p>Provides assistance to the Sr. Financial and Operational Business Analyst on issues in the Eastern Hemisphere, when needed.</p>
<p>Must have expert familiarity with standard concepts, practices, and procedures within the accounting field including a theoretical and practical understanding of US GAAP.</p>
<p>Maintains open lines of communication and works independently as well as part of a team. Shares knowledge and helps fellow associates where needed, regardless to whom the responsibility belongs.</p>

<p><strong>SUMMARY:</strong></p>
<p>Within the guidelines of departmental policy, the Payroll Supervisor provides a full range of Payroll support functions for an internal customer group. The Payroll Supervisor relies on experience and business acumen to plan and accomplish goals and meet various payroll deadlines under the general supervision of the Payroll Manager.</p>
<p><strong>ESSENTIAL DUTIES AND RESPONSIBILITIES:</strong></p>
<p>The primary job responsibilities include, but are not limited to the following:</p>
<ul>
    <li>Supervises day-to-day work of the payroll staff.</li>
    <li>Processes the bi-weekly multi-state payroll, including garnishments, benefits and taxes consistent with federal and state wage and hour laws.</li>
    <li>Processes the monthly International Service employee payroll.</li>
    <li>Processes special payroll runs, e.g. bonuses, special pay and commissions.</li>
    <li>Audits and analyzes data to ensure data integrity in Oracle HRIS, Oracle Time and Labor (OTL) and Kronos.</li>
    <li>Assists in the testing and implementation of payroll tax and HRIS system updates.</li>
    <li>Responsible for the monthly close process, including preparation and reconciliation of payroll journals.</li>
    <li>Audits and reports periodic, quarterly and annual payroll tax filings to third-party vendor.</li>
    <li>Researches and prepares special reports for senior management.</li>
    <li>Gathers data and prepares documentation for inclusion in financial statements.</li>
    <li>Provides payroll detail as needed for corporate federal and state income tax compliance.</li>
    <li>Creates and modifies payroll report queries generated from Oracle using Discoverer.</li>
    <li>Responsible for annual Worker’s Compensation renewal and audit.</li>
    <li>Conducts payroll audits, identifies and troubleshoots issues, working collaboratively with team members to bring resolution.</li>
    <li>Serves as a Kronos Administrator.</li>
    <li>Develops and communicates payroll information applicable to employees and managers.</li>
    <li>Works closely with and trains other payroll team members.</li>
    <li>Serves as backup to Payroll Manager.</li>
    <li>Ensures adherence to company policies and procedures related to payroll and HRIS, including compliance with applicable requirements of the Sarbanes-Oxley Act of 2002.</li>
    <li>Reviews and documents payroll processes and recommends improvements.</li>
    <li>Works on special projects as assigned.</li>

Coordinate with other departments on assignments and projects that are assigned to their areas. Prepare specific sections of management reports, consolidated financial statements and footnotes, and government and SEC required reports. Insure that all reports are correct, presentable and distributed as required. I<br />
2. Supervision: Oversee and supervise the preparation and distribution of management reports, consolidated financial statements, government and SEC required reports and assigned special projects, including document submission to the SEC (EDGAR and XBRL). Assign and review work of staff, insuring proper format is used, internal controls procedures are followed, correct amounts are included and that supporting schedules are prepared. Conduct candidate interviews and make recommendations for hiring new personnel. Prepare performance appraisals and conduct performance reviews and make recommendations for terminating unsatisfactory performers, promoting and granting merit increases. II<br />
3. New Statements: Keep abreast of financial accounting and reporting updates to authoritative GAAP, changes in SEC regulations and company events. Prepare memos summarizing the effects of accounting and reporting updates on the company’s financial reporting and provide guidance for implementing new accounting procedures as required by new accounting literature. Insure that all required changes to report format and information required in reports, etc. are accomplished. I<br />
4. Special Projects: Handle and assign special projects providing answers on a timely basis to a variety of financial accounting and operational questions of significant importance to the company’s financial, legal and stock exchange position. Draft memos and commentaries for the Assistant Controller, Controller and Chief Financial Officer (e.g. summaries of new accounting pronouncements). Assist in formulating plans and procedures to implement changes in reporting requirements and numerous other assignments. II<br />
5. Liaison: Function as liaison with outside auditors in preparation of annual report, review of consolidated financial reports, audit of benefit plan financial statements, answering questions and furnishing information upon request. Also serve as liaison with Investor Relations providing financial information and support for Press Release and presentations to analysts. Liaison with Internal Audit and Internal Controls Group providing documentation support for internal controls testing. Liaison with field personnel and other internal departments, as necessary, to obtain information required to complete assigned projects. II<br />
