ENGINEERING PROJECT MANAGER
DEPARTMENT: Operations/Engineering
LOCATION: HOUSTON, TEXAS
Essential Functions:
Exercises primary management responsibility for the full range of project activities from early project conception through planning, design, construction, start-up, commissioning and transfer to operations staff; manages a broad range of project types and ensures the economy, efficiency and sound engineering basis of projects. Manage team(s) of engineering and design consultants, negotiate contracts, monitor and control project costs, and complete projects on schedule and within budget.
Typical duties include:
• Participating with Commercial Development groups and operating locations in planning facility and pipeline projects, developing project scopes, and preparing constructions cost
• Review projects to ensure those submitted are based upon sound engineering principles; that concepts, costs and time schedules are reasonably well developed, and projects will ultimately accomplish the stated objectives
• Provide engineering services to locations regarding technical matters relative to cost reductions, economic evaluations, design of operating equipment, and layout
• Utilization of full-time and contingent staff to: develop and review engineering reports, designs, drawings and construction specifications and associated cost estimates
• Prepare, administer and monitor project budgets and schedules
• Initiate, review and negotiate project change orders
Utilize project controls to thoroughly manage project execution, scope, schedule, budget, and completion
Manage and have accountability for the project team and project deliverables
• When appropriate, perform field project review for assigned projects
• Resolve design and construction conflicts
• Participate in negotiating development contracts
• Revise design and construction standards to improve methods, procedures and practices
• Develop reports, letters and memoranda regarding project issues for both internal and external distribution
• Prepare periodic project status reports
• Ensure the maintenance of detailed records of project activities
• Analyze and solve complex problems
Requirements:
• Bachelor of Science degree in an engineering discipline (Civil, Mechanical, etc)
• Minimum experience level would include ten (10) years project/project management experience (from concept to start-up)
• Pipeline/terminalling project or operational experience
• Project management experience for projects $75 million or greater with proven track record of success
• Ability to multi-task; perform highly detailed work under changing, intensive deadlines
• Good written and verbal communications skills a must
• PC literate in using programs such as Microsoft Word, Excel, Access, Projects, and Outlook
• Available to travel 10-20%
• Experience with a pipeline operating company is a plus
